
Clark A. Andrews
An attorney with almost 50 years of practice, Clark A. Andrews has been associated with O’Reilly Rancilio since his graduation from the University of Michigan Law School in 1974. Mr. Andrews has extensive experience in municipal law, with particular emphasis on the planning and zoning, engineering, municipal contracts, real property, telecommunication, elections, and economic development areas. He has worked as an assistant city attorney for the cities of Sterling Heights and Fraser, and as an assistant township attorney for both Shelby Township and Macomb Township. Mr. Andrews has also served as a member of the Professional and Education Committee of the Michigan Association of Municipal Attorneys.
Mr. Andrews represents owners and developers on various matters relating to real estate development, including reviewing and drafting purchase agreements, conditional rezoning agreements, condominium, subdivision, and planned unit development agreements, and handling planning commission and zoning board administrative hearings and appeals, and tax abatement requests.
Mr. Andrews has assisted many individuals, families, and businesses with respect to planning their estates, counseling their companies, and assisting their elderly family members. He has served as a personal representative or trustee for clients when requested. When nonprofit organizations wish to obtain 501(c)(3) tax status, Mr. Andrews can guide them successfully through the often laborious, cumbersome IRS application process.
Mr. Andrews has represented local public school districts, including Warren Consolidated Schools and Utica Community Schools districts, in a variety of legal matters, especially in real property, contracts, election law, and other non-litigation matters.
Mr. Andrews has maintained an AV rating from Martindale-Hubbell for decades -- the highest competence and ethical ratings awarded attorneys by their peers. He has been honored through inclusion in the Michigan Super Lawyers list in the Government/Cities/Municipalities category. Mr. Andrews is a very active participant in several business, community and civic organizations, including the Sterling Heights Regional Chamber of Commerce & Industry, the Sterling Heights Regional Chamber of Commerce Foundation, the Rotary Club of Sterling Heights, the Utica Community Schools Foundation for Educational Excellence, and the Macomb County Bar Association.
